Where is this?
Not sure where this factory is but I think it is a heel attaching machine. The boots on the rack are soled but not yet heeled. The older chap has a heel in his hand ready to place on the press like machine. The heel could be glued or nailed onto the sole. I would put my money on glue as the upper part of the machine looks like a hot plate that presses and seals the glue. These metal press blocks were heated by a gas jet. Plus an absent of nails scattered everywhere which was the norm. Of course they could have had the lad give the area a good tidy up before the photo was taken.
